Will this APE-7 do what I want?

I was looking at MovieFactory and other non Adobie editing software just to give you an idea of what I want to do. I want to stay with Adobie

I am new to all this post editing, so I want to ask a few questions before I purchase Adobie Priemer Elements-7.

1.) I have a 50 minuete edited project full of cuts, transitions and effects.

Is this software intended to add menus and some special effects to an already edited project?

In other words polish it up for viewing on a desktop DVD player.

2.) I shoot and edited in HD. Will APE-7 convert this to Standard DVD?

Will this APE-7 do what I want?
